Each year, the staff of the Upper Cumberland Development District (UCDD) and Upper Cumberland Human Resource Agency (UCHRA) nominate their choice for departmental employees of the year. These honorees exemplify dedication, service, and a commitment to improving the lives of individuals, families, and communities throughout the Upper Cumberland region.

This year’s recognitions also included the winners of the annual roadeo competition as well as James Gribble, who, at the state level, was recognized as CPRS (Certified Peer Recovery Specialist) of the year.

The following individuals were recognized during the 2026 UCDD-UCHRA Fall Training and Roadeo event held on Sept. 25:

  • Finance and Administration: Kathy Weaver
  • Housing & Family Services: Jennifer Wolfe
  • Planning & Community Development: Megan Reagan

Upper Cumberland Human Resource Agency (UCHRA)

  • CHANCE: Nina Hodges
  • Community Intervention: Kevin Alsteens
  • Community Services: Christa White
  • County Navigator: Carrie Baker
  • County Office Support: Jean Brewer
  • Empower UC: Sheila Parris
  • Transportation: Misty Turner
  • Transportation – Rural Drivers of the Year:
    • Region 1: Amarjeet (Magic) Bilkhiu (Warren)
    • Region 2: Sandra Ashburn (White)
    • Region 3: Sheryl Stephens (Pickett)

Additionally, UCHRA Public Transportation staff who participated in the local transportation Roadeo competition were recognized. In the Maintenance division, Daniel Holmes took home first place, with Ryan Slagle earning second. 

In the T-350 category, Jonny Maynard claimed first place, followed by Michael Smith, in second, and Irvin Brown in third. For the Cutaway division, Jonny Maynard secured first place, Thomas Williams earned second, and Jordan Slater rounded out the top three. The top winners will go on to represent UCHRA at the statewide Roadeo.

Together, these individuals represent the heart of UCDD and UCHRA’s mission: to help the Upper Cumberland region cultivate self-sufficiency and build true wealth through innovation, collaboration, and leadership.
